The Fixing Emergency Management Act of 2025 is a bipartisan bill that would modernize federal disaster response by making FEMA an independent, cabinet level agency, speeding up aid delivery that finances recovery for Texas communities after disaster.

Texas depends on FEMA more than almost any other state. Texas ranks second in the nation for disaster declaration. From 2015 to 2024, Texas averaged $1.4 billion per year in FEMA and HUD disaster relief. That is roughly 1.8% of the entire state budget. (FEMA 2026)
