On February 21, the Texas Attorney General issued a non-binding opinion that certain types of gender-affirming care constitute “child abuse” under Texas law. On February 22, the Governor followed up on the Attorney General’s opinion, sending a letter to state agencies ordering the Department of Family and Protective Services (DFPS) to investigate any reported incidence of gender-affirming care.
