Quick Update on Negotiations

Everyone we are talking to is stressing the urgency that negotiators are feeling in their deliberations. COP21 President Laurent Fabius has set a very ambitious agenda. There are a large number of working groups addressing specific aspects of the process, including the binding agreement negotiators hope to adopt, non-binding agreements on specific issues, and longer term planning around science, technology and finance. Negotiators are hoping to bring forward a draft of the binding agreement by the weekend.

There also is a lot of discussion about the importance of “non-state actors.” The Co-Chairs of the ADP (see a glossary of acronyms here) added a new paragraph recognizing the knowledge, technologies and efforts made by local communities and indigenous peoples to address and respond to climate change to the draft document.
